Investment Linked Citizenship Program (CIIP)
The CIIP (The Capital Investment Immigration Plan) is an innovative citizenship by investment program which was launched by the Government of Vanuatu in 2023.
The Program raises funds in support of the further development of the country through attracting high net worth applicants to invest in and take Citizenship in Vanuatu. The investment-linked CIIP is already proving to be highly successful and destined to contribute a significant a significant portion of Vanuatu’s national income whilst contributing to strategic sectors in Vanuatu’s economy, including but not limited to, sustainable development and environmental goals.

Application Stages and Required Documents
Stage 1 - Initial Due Diligence
- Conducted by FIU, Immigration & Interpol
- 3 Clearance Letters issued if no red flags
- USD 8,000 Due Diligence Fee and Administration Fee

- Passport Copy (Certified)
- Police Clearance
- Personal Profile (CV)
STAGE 2: Full Document Submission
- Submit full documents & Govt Fees

- High-Resolution photo
- Birth Certificate
- Asset Report
- Bank Reference
- Six Month bank statement stamped by the bank
- Proof of Address ( utility bill)
- Completed and Signed passport form
- Investor Forms
- Marriage Certificate ( if applicable)
STAGE 3: Citizenship Ceremony & Passport
- Attend Oath Ceremony
- National ID & Birth Registration
- Submit biometrics in Vanuatu
- Subscription to CNO Future Fund Ltd
- Receive full documentation by courier
To receive a Vanuatu passport, all new citizens regardless of age must submit biometric data in person, either in Vanuatu or at an approved overseas office in the UAE, New Caledonia, Hong Kong or Brussels. This data is used to create a chip embedded in the passport.
